Who could you contact?

Your landlord or housing provider: for issues relevant to the tenancy, building management or antisocial behaviour procedures.

A managing agent, freeholder or residents’ management organisation: where they have responsibility for the building, shared spaces or lease obligations. In Scotland, a property factor may be relevant.

Your local council: for concerns within its remit, such as certain noise, smoke, light or waste problems. The appropriate team may be environmental health or an antisocial behaviour service.
A Dutch VvE does not have one direct UK equivalent. The appropriate contact depends on your tenure, the building’s arrangements and where you live. Check the organisation’s responsibilities before sending your report.
What makes a clear report?

Specific examples of what happened and when.

The effect on your use and enjoyment of your home.

Contact already made and any agreements reached.

A clear, realistic request for advice, assessment or assistance.
Keep the report factual and include only relevant information. A clear record helps the recipient understand your concern but does not guarantee an investigation, enforcement or a particular outcome.
Prepare your next step
Organise an incident diary, a short chronology and copies of relevant correspondence. Check how the organisation accepts reports and what evidence it asks for. Rules and procedures vary between England, Wales, Scotland and Northern Ireland.
If there are threats or immediate danger, do not wait for a routine complaint response. In a UK emergency, call 999; for non-emergency police matters, use 101 or an appropriate police reporting service.
